Follow the signs

Walking through a local park, on a recent visit to Wales, I saw a signboard at the junction of a path.


Taking a closer look I saw the signboard not only gave directions in English and Welsh, but also in braille.









Now I must admit I am puzzled. The question which I cannot resolve is, "how would a blind person know that there is a signboard there to obtain direction?"
